- add "any nationality" to sub-section 1
- replace sub-section 2
- add new sub sections (cut from article 2 and paste to article 3)
- Update last section "They need support from at least 2 existing members to be accepted as a member."
- Update article 3, section 2, sub-section 4 and article 3, section 3, sub-section 2 to reflect changes.
