Making FSCI channel private or moderated on XMPP

With the recent surge of "people" joining FSCI channel and derailing each conversation and getting BAN, I'm proposing setting XMPP side to private/moderated for atleast a while.

It's becoming a slippery slope now banning multiple people or the same one daily.

On Cheogram, I see option to "Make channel moderated". Should we go ahead with that option?

I agree in principle, but it will break the bridge I think. Messages coming from matrix would be blocked as well. For now we can more proactively ban if we see a pattern repeat I think.

I wasn't sure whether participants already there would become visitors when we change the MUC to moderated. But I just tried this out, and turns out the participants remain as participants. Only new joinees will be "visitors" who need voice to speak.

So, basically, I've implemented this already. Should probably add a warning in topic or so

@Akshay Does it interfere with the bridge as pointed out by @Pirate Praveen above?

@Ravi Dwivedi for existing active users, @fugata already gave voice rights by making puppets created by bridge as members. If any new user speaks from matrix, they will have to be given voice for it to reach xmpp side.
