Constitution amendment: Make Goals section as Article 4

Currently we have "Goals" as title, which should be changed to "Article 4: Organizational Goals" and also add it to page 3. and mention "These are goals for members and we have a separate document "Manifesto" which documents the specific policy changes we want to bring about in the society."

We can update the Goals section.
