Board approved four new members:

Akhil Varkey
Jemshid KK
Jaisen Nedumpala
Resolution 2:
Board delegates bursary /scholarship* decisions to a Bursary Team. Any bursaries need to be approved by Bursary Team Lead + Treasurer + (any one of Chairperson, Vice-Chairperson, or Managing Director) before the expense is made.
So Bursary Team Lead and Treasurer are the ones who make the main decision (based on requests and available budget respectively) and the third person is mainly just to make sure it's run through someone overseeing Prav operations in general (so doesn't require that much of an active role in scrutinizing every bursary).
Board appoints Badri Sundararajan as Bursary Team lead. They may add more volunteers to the Bursary team after informing the board.
* Bursary / scholarship is when people have to travel to represent Prav in conferences or other public events, we can reimburse their expenses.

@perry yes, I think we have quorum (can anyone check the bye-laws?). Others can vote by signed email.
