Matrix based messaging system for higher eduacation Kerala

A letter should be sent to the Department of higher education (the similar one we are sending to KITE). However, the Department of collegiate education, Kerala established a moodle cloud (LMS) for all the Govt. Colleges, this is yet to start. Many teachers formed Whatsapp group for communication. So, we have to write to Collegiate education, Technical education departments to adopt the messaging system using Matrix protocol.
