Initial/Associate Member to Permanent Member transition

We are coming close to 6 months of Indian Pirates. Bootstrap period will end and we won't be taking any more Initial Members (those who have not completed 6 months will remain as initial members until they finish their term). Initial Members can vouch permanent membership of initial member or associate member once they complete 6 months. Once first Permanent Member is approved they can create a Permanent Members sub group and Initial Members could be renamed to Voting Members and can have both Initial and permanent members. Once all Initial Memberships expire, decision making can be shifted to permanent members sub group.
