How does a daily compensation equal to their income as per last filed income tax returns OR minimum wage, whichever is higher sound?

We will pass a law that will act as deterrent for false arrests and in particular people spending ages in jail on flimsy evidence. This will include compensation for people falsely imprisoned and punishment for law enforcement personnel.
