Stable mobile data connection

Librem 5: Compared to mobian bookworm, mobile data connection in mobian trixie breaks very frequently and only work around is to use hardware kill switch to reset the modem.

OP6/OP6T: Mobile data connection drops when waking up from suspend (there is conflicting reports, so more people confirming it will be good).

FLX1: data connection breaks often (when signal is poor, it does not come back unless mobile data toggle is manually turned on and off again). It should ideally do a few retries.

@Guido I added a 'Device Specific' to this and wake from suspend for notifications issue.

@Guido I think some changes in Modem Manager has made the issue worse in trixie compared to byzantium or crimson. So Modem Manager versions are also a factor here for the same hardware.
