Add to manifesto: Remove scandalizing the court as a ground for criminal contempt of court

Add the following to our manifesto:
One of the reasons why England, in 2013, repealed scandalising judiciary as a ground for contempt is to allow constructive criticism[1]. We should do the same in India.
