Add urbec to bursary team. They have experience working in DebConf bursary team. They are interested to join and Badri is ok with it.
Approve Ranjith P (PG Center) and Jameela (wikipedia/open streetmap community) as coop members.
Update publicity team delegation to include "Coordinate Prav presence at events." as responsibility.

We have failed to get the required votes within 3 days of the board meeting as required by the bye-laws. So we have to try again another time, and if we fail a few times, we might have to replace the board.
