Create an enforcement mechanism for Code of Conduct

Soon we will have a Code of Conduct and Inclusion Policy. It cannot be without an enforcement mechanism. Mozilla uses a reporting hotline to enforce their Community Participation Guidelines. DebConf has an anti-harassment team with an email address.

We should similarly set up a team that can receive complaints, issue clarifications, investigate, and take action on code of conduct violations.

I propose that this be a diverse group of individuals with experience participating in diversity related events/talks.

I nominate @srud and request @srud to nominate other members. Perhaps there can be a proposal to approve the team after there is a draft team nominated.

Approval by permanent members acts as a reasonable check on potential CoC committee members.

I suggest the self-nomination process includes a writeup about what the person thinks about code of conduct, why they want to be part of the enforcement team, and how they plan to resolve conflicts (especially with a focus on how they will respond to the additional accountability brought on by additional power/responsibility). This will help others make an informed decision.

I think we should set a two or three year time limit and max two consecutive terms as well. After term expires they have to apply again and write a general report of what they learned, are they planning to change their approach etc. We should also ensure diversity by actively seeking people outside our regular active members as well.

I would like few more conditions,

  1. The duration of a committee member should be 3year

  2. There should be more than one community member

  3. None one other than existing committee members should have access to the coc mailing list

These may be overkill n pain at times, but will help when we get more members.
